On that 3rd down, i think the ball was snapped early. Daily nor the O-Line seemed ready.

No, just poor coaching. Two motion penalties in succession on essential drive. This is another issue. Not extended enough in preparation to cleanly finish. Army can still win, but if Army loses this is squarely on Coach Monken.
