This is like when teams unveil plan for new stadiums that the city hasn't in any way agreed to. This is a private group and their idea for what college football should do. Army and Air Force are apparently in some weird middle category according to their plan, but Navy is in the upper echelon.

The "intelligence" shows the "depth" of the person who wrote this article leaving out Army and Air Force on this list. Who writes this kind of garbage in the first place?

It’s not the article. The article is excerpting a press release from a group proposing this “plan.” It’s the plan that’s dumb.
